Novi Zakon o koncesijama treba svojim sadržajem biti usklađen sa sljedećim propisima i drugim aktima koji sačinjavaju pravnu stečevinu Europske unije, kako bi se stvorile pravne pretpostavke za njihovu potpunu primjenu u Hrvatskoj: a) Ugovorom o osnivanju Europske zajednice (EC Treaty, consolidated version OJ C 321, 29.12.2006.), poglavito s onim člancima kojima se reguliraju načela, zatim sloboda kretanja roba, sloboda kretanja osoba, usluga i kapitala, te zajednička pravila o tržišnom natjecanju; b) Smjernicom Europskog parlamenta i Vijeća 2004/18/EZ od 31. ožujka 2004. o koordinaciji postupaka za dodjelu ugovora o javnim radovima, ugovora o javnoj nabavi roba te ugovora o javnim uslugama u daljnjem tekstu: Smjernica 2004/18 (Directive 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts, OJ L 134/04), a koja u Glavi III propisuje i koordinaciju postupaka za davanje koncesija za javne radove; c) Smjernicom Europskog parlamenta i Savjeta 2007/66/EC (Directive 2007/66/EC of the European Parliament and of the Council of 11 December 2007 amending Council Directives 89/665/EEC and 92/13/EEC with regard to improving the effectivenes of review procedures concerning the award of public contracts, OJ L 335, 20.12.2007) kojom se uređuje pravna zaštita u postupku dodjele javnih ugovora, pa tako i u postupku davanja koncesije; d) Interpretativnim priopćenjem Komisije o koncesijama u pravu Zajednice (Commission interpretative communication on concessions under Community law, OJ 2000/C 121/02), kojim se posebno obrazlažu definicija koncesije, razlika koncesije radova i koncesije usluga, pravni režim prava EZ koji se primjenjuje na koncesije te, što je od posebne važnosti, pitanje pravnog režima koji se primjenjuje na koncesije usluga s obzirom da te koncesije nisu obuhvaćene Smjernicom 2004/18/EZ; g) Zelenom knjigom o javno-privatnom partnerstvu i pravu Europske zajednice o javnim ugovorima i koncesijama u daljnjem tekstu: Zelena knjiga (Green Paper on Public-Private Partnerships and Community Law on Public Contracts and Concessions, COM (2004) 327) te s Izvješćem o javnoj konzultaciji o toj Zelenoj knjizi SEC (2005) 629. Abstract According to the measures of the public-health program of Dubrovnik-Neretva County, the suitability of drinking water has been shown in all public water supply systems in the period between years 2002 and 2006. The basic sensory, physically-chemical and microbiological indicators appointed by the Statutory concerning the health suitability of the drinking water have been examined.

The results of the examination have been forwarded to the sanitary inspection, authorized of the health supervision affairs concerning the drinking water.
