The High Contracting Parties undertake to hold free elections at reasonable intervals by secret ballot, under conditions which will ensure the free expression of the opinion of the people in the choice of the legislature.

The joint committee shall meet alternately on the territory of either Contracting Party upon request of the competent authority of any of the Contracting Parties.

The Government of the Republic of Croatia and the Government of the Kingdom of the Netherlands, hereafter called the Contracting Parties, desirous of promoting, in the interest of their economic relations, the development of transport of goods and passengers by road in, to and from their countries and in transit across their territories; have agreed as follows:

1. The competent authorities of the two Contracting Parties shall regulate all questions regarding the implementation and the application of this Agreement.

The Court may receive applications from any person, nongovernmental organisation or group of individuals claiming to be the victim of a violation by one of the High Contracting Parties of the rights set forth in the Convention or the protocols thereto.

The High Contracting Parties undertake not to hinder in any way the effective exercise of this right.

To ensure the observance of the engagements undertaken by the High Contracting Parties in the Convention and the protocols thereto, there shall be set up a European Court of Human Rights, hereinafter referred to as »the Court«.

2 The same procedure shall be followed to complete the Court in the event of the accession of new High Contracting Parties and in filling casual vacancies.

In order to facilitate implementation of this Agreement, and to enable making appropriate decisions based on the Agreement, competent authorities of the Contracting Parties shall form a joint committee of representatives of competent authorities of the Contracting Parties.

The jurisdiction of the Court shall extend to all cases concerning the interpretation and application of the present Convention which the High Contracting Parties or the Commission shall refer to it in accordance with Article 48.

1 The first election of the members of the Court shall take place after the declarations by the High Contracting Parties-mentioned in Article 46 have reached a total of eight.

4 The Secretary General of the Council of Europe shall notify all the members of the Council of Europe of the entry into force of the Convention, the names of the High Contracting Parties who have ratified it, and the deposit of all instruments of ratification which may be effected subsequently.

1 Any of the High Contracting Parties may at any time declare that it recognises as compulsory ipso facto and without special agreement the jurisdiction of the Court in all matters concerning the interpretation and application of the present Convention.

The Contracting Parties agree that the Agreement between Governments of Yugoslavia and Albania on international road transport of goods, signed on April 11 1969. in Tirana, will cease to be applied in the relations between the Republic of Croatia and the Republic of Albania, after entry into force of this Agreement.

Thereafter, the Agreement shall be tacitly extended from year to year unless one of the Contracting Parties has, six months prior to the date of extension, informed the other Contracting Party through diplomatic channels of its intention to terminate the Agreement.

a) A third-party-liability insurance complying with the laws and regulations in force in each of the Contrac ing, Parties shall be applied to a vehicle used in the international carriage of passengers, baggages and/or between and/or in transit through the territory of the Contracting Parties.

Only the High Contracting Parties and the Commission shall have the right to bring a case before the Court.

The term " egular transit services " shall mean regular services starting in the territory of one of the Contracting Parties, crossing the territory of the other Contracting Party without setting down or taking up passengers, and ending in the territory of a third country.

The Contracting Parties shall take all the measures which they deem necessary in order to facilitate, simplify and accelerate to the greatest extent possible the customs and other formalities relating to carriage of passengers and goods.

The High Contracting Parties shall secure to everyone within their jurisdiction the rights and freedoms defined in Section I of this Convention.

2. Operators of either of the Contracting Parties shall be bound to comply with the laws and regulations of the other Contracting Party, as regards the weight and the dimensions of vehicles on entering the territory of that Party.

2. The Secretary-General shall transmit any proposal made under paragraph 1 of this article to all Contracting Parties and inform thereof the other countries referred to in article 6, paragraph 1

6. Any amendment adopted by more than half the total number of Contracting Parties at a meeting convened in accordance with paragraph 5 of this article shall enter into force for all Contracting Parties in accordance with the procedure agreed at such meeting by the majority of the Contracting Parties attending it

Any matters of dispute which may arise between the contracting parties hall be referred to the British Government for arbitration

1. Passenger and commercial motor vehicles which are registered in the territory of one of the Contracting Parties, and temporarily imported into the territory of the other Contracting Party, shall be exempted on a reciprocal basis from all taxes, fees, and other charges levied on the circulation or possession of vehicles in that territory.

3. The Secretary-General shall invite to any conference convened in accordance with this article all countries referred to in article 6, paragraph 1, and countries which have become Contracting Parties under article 6, paragraph 2

2. If a conference is convened in accordance with paragraph 1 of this article, the Secretary-General shall notify all the Contracting Parties and invite them to submit within a period of three months such proposals as they may wish the Conference to consider.

The Secretary-General shall circulate to all Contracting Parties the provisio nal agenda for the conference, together with the texts of such proposals, at least three months before the date on which the conference is to meet

1. Each Contracting Party may, at the time of signing, ratifying, or acceding to, this Agreement, declare that it does not consider itself bound by article 11. Other Contracting Parties shall not be bound by article 11 in respect of any Contracting Party which has entered such a reservation
