Bio: Denis Kranjčec is employed at the University Computing Centre, University of Zagreb (SRCE) more than 12 years where he develops complex information systems, with more than 140,000 active users, for the academic community.

Due to all this, the measurement of the number of employed in the public sector is rather complex, and the quality and reliability of data questionable.

The greatest progress in the analysis of the employed in public sector has been achieved by the International Labour Organization (ILO), Eurostat and OECD, however their research is characterized with a number of methodological problems, which are described in the paper.

It is possible to identify certain rights of the employed in higher education from all this, however, the majority of wage supplements is regulated by collective agreements and agreements, the expiry of which, without the renewal of the same rights, could have a drastic impact on the standard of the employed in higher education.
