The Croatian Government ' s Decree on the conditions and manner of the election of persons for vocational training without employment relationship came into force on 12 September 2011 (Official Gazette No 100/11).

The Decree determines a specific procedure with a view of consistent compliance with the principle of the right to work, because vocational training without concluding an employment relationship enables gaining experience in terms of period of service necessary to take the exam, which is in turn necessary for the employment in civil service.
