3. This Agreement enters into force on the firs day of the second month following the date on which the last diplomatic note mentioned in paragraph 2 of tih Article is received.

The joint committee mentioned in article 15 of this Agreement is authorized to add addition items to the list given in paragraph 1 of this article, and may allow, for a limited period of time, the transport of goods between the two countries and in transit through their territories, without any permit.

(c) in accordance with the provision of Directive 2003/4/EC of the European Parliament and of the Council of 28 January 2003 on public access to environmental information, information other than that referred to in paragraph 2 of this Article which is relevant for the decision in accordance with Article 8 and which only becomes available after the time the public concerned was informed in accordance with paragraph 2 of this Article

(4) The procedure provided for in paragraph (3) of this Article shall be strictly limited to the interpretation of terms used in the agreements in question and shall in no circumstances permit the expert to determine the practical application of any of those agreements.

6. For the purposes of paragraphs 4 and 5 above, the rules of procedure referred to in paragraph 2 (h) above shall provide for practical arrangements for the admittance procedure and other relevant terms.

The requirements for rest periods laid down in paragraph 1 and 2 need not be maintained in the case of an emergency or drill or in other overriding operational conditions.

The amount and the possibility of exemption from the tax reffered to in paragraph 1 of this article, shall be defined by the joint committee mentioned in article 15 of this Agreement.

The number of positions on devices which are not continuously adjustable must be such as to ensure compliance with the range of values prescribed in paragraph 6.2.6.1.2. in all the loading conditions defined in annex 5

2. Any Contracting Party having entered a reservation as provided for in paragraph 1 of this article may at any time withdraw such reservation by notifying the Secretary-General of the United Nations

Notwithstanding any of the aforementioned obligations, terms and conditions neither party shall be deemed, considered in default of any of its obligations under this agreement as a result of Force Majeure, but if an interruption of performing the obligations under this agreement as a result of Force Majeure condition for a period more than one month; PARTY A shall pay EMPLOYEE only 70 % of the amount stated in paragraph 1.7 of this agreement as standby or agreement termination fee

6.2.6.2.2. However, devices which are adjusted manually, either continuously or non-continuously, shall be permitted, provided they have a stop position at which the lamps can be returned to the initial inclination defined in paragraph 6.2.6.1.1. by means of the usual adjusting screws or similar means
