A total number of 30 preschool psychologists have been interviewed by means of a questionnaire, 29 of them from the area of Zagreb and Zagreb County.

The basic questions concerning the action of preschool psychologists in relation to handicapped children have been analysed.

By means of variance analysis the dominant way of work has been established and the difficulties concerning handicapped children in the actual field of activity of preschool psychologists.

Based on the obtained results, the participants of a round table on The role of preschool psychologists in the work with handicapped children, organized at the 6 th Annual Conference of Croatian Psychologists held in Du-brovnik, 6 work groups discussed particular questions and came up with pro ¬ posals for the improvement of work with handicapped children on the level of preschool education in the Republic of Croatia.

In the Editorial of the 1 st number, the editor-in-chief sets forth the reasons for initiating the journal: the lack of teaching methodology journals in Croatia for all levels of education, the mission of the Teacher Education Academy to professionally and scientifically affirm teaching methodologies as central subjects in preschool and teacher education courses and the need for teaching methodologies and teaching practices in Croatia to become aligned with contemporary achievements of teaching theory and practice in developed countries, and for the Croatian public to be informed of foreign achievements.

This paper presents labour relations as regulated by the current Act on preschool education, with the emphasis on legal norms of the draft Act on Amendments to the Act on Preschool Education, which the Government of the Republic of Croatia submitted to the Croatian Parliament for adoption.

It gives an overview of the manners of establishing and terminating labour relations in the preschool education system, including determining the requirements for establishment of labour relations, and in that regard regulating the exemptions for conclusion of employment contracts with persons who do not meet the necessary requirements.

It describes the barriers for work in preschool institutions, as well as the institute of suspensions of persons from performing work in preschool institutions.

In addition to the regulation of labour relations, in its conclusion, the paper gives a brief normative overview of other provisions of the draft Act on Amendments to the Act on Preschool Education.

The recent reports on the effects of the educational actions during the preschool period are calling for the redefinition of the early childhood teacher preparation.
