Special permits for bus services mentioned in Article 3 of this Agreement shall be issued on the basis of applications submitted by carriers to the competent auhority of the Contracting Party in whose country the bus has been registered.

The joint committee shall meet alternately on the territory of either Contracting Party upon request of the competent authority of any of the Contracting Parties.

The Government of the Republic of Croatia and the Government of the Kingdom of the Netherlands, hereafter called the Contracting Parties, desirous of promoting, in the interest of their economic relations, the development of transport of goods and passengers by road in, to and from their countries and in transit across their territories; have agreed as follows:

The document drawn up by the Contracting Authority setting out the requirements and/or the objectives in respect of the provision of supplies or works, specifying where relevant the methods and resources to be used and/or the results to be achieved.

In order to facilitate implementation of this Agreement, and to enable making appropriate decisions based on the Agreement, competent authorities of the Contracting Parties shall form a joint committee of representatives of competent authorities of the Contracting Parties.

The Contracting Parties agree that the Agreement between Governments of Yugoslavia and Albania on international road transport of goods, signed on April 11 1969. in Tirana, will cease to be applied in the relations between the Republic of Croatia and the Republic of Albania, after entry into force of this Agreement.

The term " closed-door tours (tourist journeysJ shall mean an international carriage of passengers starting and ending in the territory of the Contracting Party where the vehicle is registered and, at that, the same group of passengers is carried by the same vehicle along the entire itinerary and is returned to the departure point, without setting down or taking up passengers on the way.

1. If an operator of one Contracting Party, when in the territory of the other infringes any provision of this Agreement, the competent authority of the Contracting Party in whose territory the infringement was committed, may, without prejudice to any lawful sanction applicable in its own territory, inform the other Contracting Party of the circumstances of the infringement.

CFCA performs the function of the contracting authority for the project components financed by the PHARE programme.

A contract between a construction firm and the Contracting Authority for the execution of works or the building of a structure.

A contract between a service provider and the Contracting Authority for the provision of services such as technical assistance or studies.

Thereafter, the Agreement shall be tacitly extended from year to year unless one of the Contracting Parties has, six months prior to the date of extension, informed the other Contracting Party through diplomatic channels of its intention to terminate the Agreement.

a) to issue a warning to the operator concerned with a notification that any subsequent infringement may lead to a refusal of entry of his vehicles in the territory of the Contracting Party where the infringement occurred, for such a period as may be specified by the competent authority of this Contracting Party, or

a) A third-party-liability insurance complying with the laws and regulations in force in each of the Contrac ing, Parties shall be applied to a vehicle used in the international carriage of passengers, baggages and/or between and/or in transit through the territory of the Contracting Parties.

All correspondence relating to payments, including invoices and interim and final payment certificates, must also be sent to the Contracting Authority in Croatian and/or English.

The term " egular transit services " shall mean regular services starting in the territory of one of the Contracting Parties, crossing the territory of the other Contracting Party without setting down or taking up passengers, and ending in the territory of a third country.

The Contracting Parties shall take all the measures which they deem necessary in order to facilitate, simplify and accelerate to the greatest extent possible the customs and other formalities relating to carriage of passengers and goods.

A public invitation by the Contracting Authority for the submission of project proposals by clearly identified types of applicants and within the framework of a specific EU policy programme (applicable for grant procedures).

Procedure without prior publication of a procurement notice, in which the Contracting Authority consults the candidate or candidates of its choice and negotiates the terms of the contract with one or more of them.

3. In case the weight and/or the dimensions of the vehicle used for transport exceed the maximum weight and/or dimensions permitted in the territory of the Contracting Party, where the transport operation is to take place, the operator has to obtain previously a special authorization from the competent authority of that Contracting Party, in which case a normal license is not necessary.

2. Operators of either of the Contracting Parties shall be bound to comply with the laws and regulations of the other Contracting Party, as regards the weight and the dimensions of vehicles on entering the territory of that Party.

6. Any amendment adopted by more than half the total number of Contracting Parties at a meeting convened in accordance with paragraph 5 of this article shall enter into force for all Contracting Parties in accordance with the procedure agreed at such meeting by the majority of the Contracting Parties attending it

Any matters of dispute which may arise between the contracting parties hall be referred to the British Government for arbitration
