The Basic Collective Agreement for Public and Civil Servants and the Collective Agreement for Health Care and Health Insurance were concluded by the Government of the Republic of Croatia under the Act on Wages in Public Service.

According to that Act, as regards the health care system, the Croatian Government has the authority to conclude a collective agreement for those public institutions for which the means for wages are ensured from the funds of the Croatian Institute for Health Insurance (HZZO).
